How to Edit a Journal by E-mail

Abstract:

The editor of a refereed scientific journal must somehow get unpaid
referees and unpaid associate editors to provide prompt evaluations of
technical papers. The use of electronic mail, with a well organized
management system---and the software and staff to support it---make
this possible, without unduly burdening either the editor, associate
editors, or referees.
